KATAKOU Yao Kouma alias Fovi, born on 05 December 1985 in Lomé (Togo), is a founding member of Tournons La Page Togo (TLP Togo) in charge of mobilisation and is a person with severe reduced mobility. On Saturday 11 December 2021, at around 11am, a squad of heavily armed and hooded men from the national gendarmerie, all aboard several vehicles, some of which bore the markings of the national gendarmerie, cordoned off the entire residential area of Fovi KATAKOU. They stormed in, meticulously searched the house and arrested the pro-democracy activist illegally, taking away all the sound equipment used for mobilisation and awareness-raising activities, books and boxes of T-shirts. Fovi Katakou is known to be very active on social networks in support of the rule of law and democracy in Togo. His arrest follows one of his Facebook posts in which he called on students, the military, clerics and artists in the following terms: "No one is safe from the social control of the Gnassingbé clan. Let's get away from the illusion that there is a way out. Let's stop thinking that it can only happen to others. No one is safe in this country...". Taken to an initially unknown destination, news of Fovi was heard a few hours later at the Service Central de Recherches et d'Investigations Criminels (SCRIC), where he was questioned late on Saturday evening and on the morning of Sunday 12 December 2021. At the end of the hearing, he was charged with ‘apology for a crime’, ‘misdemeanour and incitement to revolt’. On the basis of these charges, a committal order was issued against him. He was deposited on 14 December 2021 in the Lomé civil prison, in extremely difficult conditions, as the Lomé prison has no practical facilities (toilets and dormitories) adapted to the reception and stay of a person with severely reduced mobility, such as Fovi Katakou, who is obliged to sleep on the floor like the other inmates. There were 45 of them quarantined in a room measuring about 4 by 8 metres. And in this cell, there is no pot on which the detainee Fovi Katabou can sit to relieve himself. Fovi Katakou himself, and other inmates who showed their willingness to help him during his stay, went through a real ordeal getting there and taking care of him. Fovi Katakou's father was also affected by his son's situation. He visits him in cash. Sometimes, he is simply forbidden to see his son. Following legal assistance, guaranteed by TLP, and pressure from associations and other citizens' and political movements, Fovi Katakou was released on 20 December 2021. When he was released, he was also guaranteed medical care.
